Executive Summary

Successfully transformed Base120 governance from descriptive documentation to an enforceable contract with automated CI validation. The governance system now automatically classifies changes, enforces invariants, and validates evidence requirements—scaling from solo founder to team without modification.

1. Solo founder external reviewers?

Answer: System designed for future growth. Currently requires 0 reviewers for most changes, scales to 3+ as team grows. No rework needed.

2. Efficient determinism testing?

Answer: Run corpus tests 3 times, hash outputs. Minimal CI time (~3 seconds), maximum confidence.

3. FM lifecycle states?

Answer: Draft → Review → Stable → Deprecated → Removed. Currently all FMs are Stable (v1.0.x). Metadata in v1.1.0.

4. Breaking change policy?

Answer: Zero tolerance in v1.0.x. Breaking changes deferred to v1.1.0 with migration guide required.

5. Override mechanism?

Answer: CODEOWNER can override with justification. All overrides documented in GOVERNANCE.md within 7 days. Emergency security fixes permitted.
