3. FM lifecycle states?
Answer: Draft → Review → Stable → Deprecated → Removed. Currently all FMs are Stable (v1.0.x). Metadata in v1.1.0.
4. Breaking change policy?
Answer: Zero tolerance in v1.0.x. Breaking changes deferred to v1.1.0 with migration guide required.
5. Override mechanism?
Answer: CODEOWNER can override with justification. All overrides documented in GOVERNANCE.md within 7 days. Emergency security fixes permitted.
